controller crossbar cancels when clicking windows, typing, ANYTHING

I fish, use controller, have crossbar controls on toggle.

pre 2.1, i would click right button to bring up the right side crossbar to click fishing buttons. while that crossbar was up, i could pull up inventory, type in chat, pull up fishing log, etc, and the crossbar would stay up so i could click the CATCH button

now in 2.1, any other things you do cancels the crossbar highlight. i cast my line to fish, want to type something, and now since it's canceled i have to quickly hit R1 again to pull it up, then quickly hit catch button or i lose the fish.
open any window, inventory, chat, whatever, everything de-highlights the R1 crossbar


same goes for being in a battle, dungeon, etc. while fighting, type something in party chat will cancel crossbar actions so you can't fight
