Can not seem to find where you can unlock the new dungeons at. not the Hm ones but the new ones. Also the NPC for hail to the king does not show up.

The patch notes list the NPC and the location for him for each of the new dungeon quests. - It's around 3-4 pages down I think.

Takes extremely long because of the fate spawn times. Took me like 3 hours.
I have been trying to figure this one out myself, from what I've read and been told once you get to "It's Possibly a Primal" quest you can unlock King Moggle Mog. I cannot personally verify this but that seems to be the general consensus.
No you need to clear all of the main story quests. It's the last one involving tataru that unlocks Mog.
