Quest: Hail to the King, Kupo - how to unlock?

Anyone know how to unlock the quest "Hail to the King, Kupo" ?

Patch notes say it is given by NPC:

New Gridania (X:9 Y:11)
NPC: Vorsaile Heuloix


But he is not offering it atm when I see him. I'm guessing you need to progress in the new main story quests some ?

Yes, according to patch notes you need to do the first new story quest from Minfilia to unlock the quest for King Moggle.

Yeah I did already complete the first new story quest "The Price of Principles" but the NPC specified in patch notes is still not offering the first quest to unlock this quest:
