Leve quests

I have started to play the game a lot and i found it fun and interesting, but when i reached 15 on my pugilist then i started to do my lancer. I got my lancer to 13 and was looking to do leve quest, and to my surprise it said I was too weak. I went to almost all the leve mates and the same response with both my pugilist and my lancer. I know you have to be lvl 10 to do it but it does not work i hate to start a new character but i might have too m=because I don't want this to be a problem latter on when leveing crafting. Please anyone that can help I would appreciate it I'm new so any help is welcome. thx hope i get a response.;)
