I've noticed many times that stone skin icon will be applied, but the actually effects will not work. I'd say that it has a 10% chance of doing this. I've tested it on the same mobs and the same abilities.
I first I thought it was a spell damage issue. However, its just a random bug.

Please use the bug reporting template found Here, and make another post. Please try to include the name of the mobs you're testing this on, as well as your maximum HP, and the amount of damage the mobs are dealing normally on average. Thank you!
