It wouldn't. An FC would pool money, everyone would leave but the GM and they'd buy the biggest thing they could afford given only one person in the FC and then invite people back. Would be far too easy to abuse.
No, because it brings house-cost contribution far closer to mandatory. Part of the problem with the housing debacle is the pressure on members who have every right to a) be casual members and b) not contribute to housing if they don't want to. Knowing that "We're paying for the guy that doesn't care about housing" is culturally toxic.
