Idea: Mortgages!

So housing costs way too much. Yup, I think we can agree on that. so here's a solution! mortages with interest, and implement a bankruptcy system too where you have to spend some time in mordion gaol if you can't pay your debt.

Really, at least in some way restructure this unfair system so that if you want to take out billions of gil, you're at least doing it OVER TIME instead of in one gigantic burst. Make land cheaper, make furnishings and housing components more expensive. loans, rental homes, anything to make this a little more reasonable.

I sure hope that the war chest of the three city-states will be boosted and each one developing their own ultima weapon with that kind of money...

They'd have to add full-time jobs first, where you go and do a monotonous tasks on a daily basis for a meager award.
