PvP skills !

So I saw the list of PvP skills which is kinda cool but its written in it

"PvP exclusive actions belongin to a Grand Company won't be available when you swap of"

So basically, is there a chance that more pvp skills will be at disposal when it'll be released ? or is the full list included in the patch notes ?
