Eventually as you will get a quest that gives you the "Dye" action. Forgot what level though. 15 i think.

Not class-specific.
I got mine in Vesper Bay, but i started in Ul'Dah. Unsure if we all do the same quest or if there is a similar quest in the other City-States.

But you're sure it's a lvl 15 quest? Can you tell me a little more about the "dye feature" ?
Quest: Color Your World
You can obtain this quest anytime after lvl15 by going to Vesper Bay in Western Thanalan.
The Dye option appears in the General section of your Skills&Actions menu. To use, have a dye ready. You can either buy them from npc vendors in town (dyemonger, and some other merchant names I forget) or craft them. Then select and you can change most crafted items in your inventory. Aetherial, Dungeon drops, and Philo/Myth armor cannot be changed.
It should be noted only certain gear can be dyed, but luckily early on most gear has this ability (dyeable gear has a small coloured circle in it's inventory icon showing what colour it currently is dyed as - it's default or undyed colour is clear).
The only gear that cannot be dyed tend to be "iconic" gear like artifact or darklight armor, or non-aetherial dungeon drops.
