Using a skill gives no effect but puts it on cooldown

As the title suggests, I've been having problems lately wherein I would use certain skills and they do not produce the effect they're supposed to, even though they get put on cooldown. Certain skills I've had issues with are Berserk (Warrior), Convert (Black Mage), and Aetherflow (Scholar/Summoner).

It generally seems to happen when you try to use these skills immediately after another off global cooldown skill, or using them right after another animation. I still have no idea how to reproduce it 100%, it seems to be a crapshoot. This bug has been persisting since launch, and I don't see any reports for it despite me and countless friends complaining about it. I would record video if I could, but the effect is random. It would be hard to capture it on footage without recording all the time. Can you please look into it dev team?
