Strange NPC appeared at horizon???

ok i was doing some leve's with a buddy of mine at horizon and a weird NPC appeared by the name of urianger Augurelt he spoke french and was wearing what looked like mage gear that i have yet to see implemented in this game he said a few lines of french and then he dissapeared with an explosion of colors and when he was gone everyone noticed they had 10 mins of quick, 400 extra Hp and MP and 10 mins of regen. I have 1 question........What the heck was that?
