Legacy titles missing in title list

I was going over my achievements today and noticed that none of my titles earned under the category "Legacy" were listed when I tried to change my title.

Time: 2:15pm EST
Frequency: Permanent
World name: Hyperion
Character name: Misty Lee
NPC name: --
Monster name: --
Class/Level: 50
Party or solo: Solo/Party
In-game time: 10:39 ET
Area and coordinates: Everywhere
Steps:
1. Open title list
2. Scroll through title list
3. Legacy titles missing, while I still have the achievements unlocked.
