Well.. beside the actual Zone, there is not much but 1 NPC telling you a little about PvP. But still a nice small Area and the Shipwreck looks nifty from the Inside...

No Idea if SE did open it on purpose, or since when it is actually available, but i can't remember hearing or seeing it somewhere.

Yeah, it WAS one of the few places meant for those that explore and talk to NPCs (and eventually PvP, I guess XD). I've been crafting there since forever and never saw more than one other person at the same time.
