Loot Lockout?

I'm sure the info is somewhere, but i can't seem to track it down, so i thought i'd ask the forums. :)

A lot of people seem up in arms about Crystal Tower and it's lockouts.. i was wondering if someone might be able to shed some light on this for me, or perhaps clear up the main problem for me.

Is it just a normal lockout where if you beat a boss, and whether you got something or no, you can't repeat the boss until next week (as other MMO's run their raid dungeons), or is this "loot lockout" something different that is giving people pause?

Apparently some translations people did said you can only win 1 piece of loot in CT per week and then your locked out from getting anything else. We won't know 100% for sure how it is going to work until the patch is out in 10 days though.

On the side, I'm hoping that was an improper translation :P Though, i'm willing wait until 2.1 to get up in arms.
