Is the reason I can't transfer a character to another server...

is it because I currently have a character on the destination world? I have the character on Ragnarok, and would like to join some people on Cactuar. I created a character there to level a bit while interacting with them until transfers went live.

I go to select the Cactuar as the destination world and I get a message telling me "There are no characters available for World Transfer." Yet any other server I select for transfer I seem to would have no issue.

I'd like to confirm this is the case before deleting a character I've been working on within the Cactuar server, so that I don't lose it and still not be able to transfer this character there.

To add, below where it tells me "There are no characters available for World Transfer", it also states "One or more characters have been confirmed on this World. 7 character(s) may still be transferred."

Ragnarok is a legacy server, is it not?

Can't transfer from legacy to non-legacy yet, as far as I know.

What Ferth said is the case. Sadly nothing for you to do right now but wait or keep working on the character you created on Cactaur.

Ugh.. even though I am not a legacy character? Freaking hells.

By stepping foot on that Legacy World you have been impacted by the Legacy Market. Therefore due to the impact of the market, you cannot transfer off Legacy Worlds to non-Legacy Worlds until the other Markets have sufficiently caught up to Legacy. I would estimate 2.15-2.2 as the release time for Legacy to Non-Legacy World Transfers.
