Client side CD not synced with server, anyone else?

I only notice this recently with my PLD, when I try to use those defense buffs as soon as their CD finished, it ALWAYS fail and then shows another few seconds CD.

Then today when I click return (to home point) right after the CD reach 0, failed, and says again there are still 1 min CD left.

I can use GCD skill/spell continuously just fine, so I think the problem scales depends on the length of CD. It's like the clock on my client is running faster than the server, is anyone having this issue as well?
