Hallowed Ground Animation too long, skill used but no effect

I'm a bit confused reporting this bug because a search for "hallowed, ground" in the bug forums turns up 1 resuls in the Duplicate Bugs section of the forum, located here, and nowhere else. It doesn't make sense to me that the bug is reported, called out as a duplicate and moved, and there's no record of an original bug report on the same topic anywhere in the Bug Reports forum. Therefore, in the hopes that this bug isn't ignored, I'm posting it here again.

Frequency: Often
World name: Hyperion
Character name: D'momo Pascal
Class/Level: 50 Paladin
Party or solo: Party
In-game time: No clue, that isn't recorded in the logs
Area and coordinates: Wanderer's Palace (and everywhere else for that matter)
Steps:
1. Get to low health against numerous enemies
2. Use Hallowed Ground
3. If timed properly, you die, and the skill is still used up and put on cooldown.

This bug is extremely frustrating that my emergency skill doesn't take effect in time because the animation for it so long, but it still gets used up and then disappears for 7 minutes. Here are some screenshots of what my battle log looks like, with the important details pointed out:
