BTN HQ rate on Low level nodes

As a high level Discipline of the hand you can HQ low level recopies 100%

Yet as a 50 BTN my HQ rate on level 15 logs is only 15%. Why did I put the time into leveling up BTN if I cannot HQ most of the time on low level items?

Surely you can implement a formula that will take account of Perception and raise low level items to 80-90% with high level gear.

The issue isnt market balance, or equally you would not allow discipline of hand's to be able to achieve 90-100% HQ's either.
