have been using Floating minnow the entire time. Fishing 6am-6pm ingame time.
Anyone else had better luck? I heard it needs to be Sunny weather to land it. Does this include sunny with clouds?
308 gathering 261 perception using jackolanterns.

Just caught it, changed to pillbugs 11:15am game time Sunny with clouds.

I am having an issue with this fish as well, I am 0/???? and have been trying for over 2 months (Started posting complaints on various forums on Oct 1). I have gone through over 4 stacks of pillbugs, 3-6 stacks of rat tails, over 10 stacks of lug worms, and have even lost a sinking minnow or two. I have put in hundreds of real life hours attempting to catch this fish and all I have to show for it is a few hundred thousand gil worth of Silver Sharks. I have fished both during the suggested open window (6am-6pm fair weather) using all of the suggested baits, and have even fished day and night, all forms of weather. I have similar spec gear as the OP, but have read and seen screenshots of people catching it on lower spec gear right of the bat.
I'm not sure what the drop rate on this fish, but it feels like something is amiss.
