Not as often with wrong explainations as Eye for an Eye but still enough to set some things right.

Creates a designated area in which party members will only suffer 90% of all damage inflicted for 15s.
Additional Effect: 20% chance that next Succor II will cost no MP for 15s. Can only be used when under the effect of Aetherflow

As you set the bubble two effects may happen. Everyone inside the bubble will get a buff reducing the damage they do get by 10% and Succor may proc. Many people underestimate the proc but thats another story.
People coming late into the bubble do not get the buff instant (most propably due to the slow-paced server-player-comunication). Longest time I´ve seen here was 3 seconds but I guess 1.5 is a good number since the actualisation is going server->player->server->me .

Another thing thats widly unknown is that as someone leaves the bubble either becourse he moves out or it fades the damagereduction buff stays for another 5 seconds resulting in a reduction lasting 20 seconds if standing inside all the time. Casted on CD you got 40/60 seconds uptime.

Someone sure will post the math when it beats lustrate and when not. I will edit it then.
