FC Housing questions

I hope this is the right place for this.

So i was discussing the Housing System with my FC the otherday and we just couldn't agree if it is need to support a certain GC in order to buy property in the GC specified area.
One of the main motivators for this disagreement was the unclear written info a week ago. Unclear as in: in german it sounds different than in englisch.

Can any of you clarify this for me please, even better if one of the admins here can clarify this.

I don't really feel like changing GCs just because we want a house an other area.

You can buy a house in any of the city does not matter what GC your FC is sign up for. Later they even allow to own more then one.
