Any of the Legacy ones.
Whichever ones that tend to be lowest on the worlds list.
I stopped paying attention after world transfer service started, but at that point I noticed the more "congested" worlds were at the bottom of the list. World positions change frequently. For example, you should notice that EU worlds will tend to be at the bottom during EU prime time, and that all legacy worlds are near the bottom all the time.
I get a queue nearly everyday at primetime on Balmung. But not only is it Legacy, it's also an rp server. Rpers are less likely to abandon a game in between patches than endgame players. Which is why I always roll on a rp server. That and people tend to be nicer...
There's always a queue on Excalibur when I log in, albeit usually a short one.
Hyperion most likely, followed by Balmung/Excalibur. Being on Sargantanas, I rarely if ever see queues, but there's a buttload of people on regardless.
During EU Prime Time, Moogle and Ragnarok are often the only 2 worlds on which new characters can NOT be created.
During NA Prime Time, Excalibur and Hyperion are often the only 2 worlds on which new characters can NOT be created.
So I would say those four worlds are likely the most crowded in the NA/EU Data Center. Other worlds do get blocked on character creation at times, but not as much as those four. And I would also say that Hyperion would be the single most crowded world in the group because it is frequently the bottom of the world list for NA/EU worlds.
On the other hand, during JP Prime Time, there are often only about 6 out of 31 worlds in the JP Data Center on which new characters CAN be created. Looks to me like the JP still have more players in general.
All worlds do have non-prime times during which new characters can be created. If you want to make one on a world that is a bit full (on which character creation is blocked at prime time), just do it at the non-prime time for that world.
I believe New Character creation is a better indicator of general world population levels. Queueing is just simply a reflection of many people trying to get on at once, not how many are there now. While it could be said that a lot of people trying to get on all at once would be a reasonable indicator, it doesn't do as good a job of indication as the ability to create new characters.
What about non-legacy?
Nearly every person I come across in DF seems to be from Balmung lol so I'm guessing that's quite heavily populated.
Hyperions very crowded, there's always a queue and I think its broken tbh (always says like 21,000 people) and it takes a few minutes to actually fully log in.
