Edwyn in Camp Dragonhead (26,16) isn't giving quest (level 38) despite displaying "!" above his head.

Same problem on behemoth (I'd assume everywhere) but it caused me to not be able to finish cul and bot. People were shouting about it in the area.
Same problem for me, world Ragnarok.
