Inability to Log In: Talk with NPC: Constant R0 etc etc

Since the latest patch I've been having serious issues with the game client as follows:

• Inability to Teleport to certain locations intermittently
• Inability to hand in local leves - dialogue never opens - tested for 35 minutes
• Inability to Log In to the game completely - intermittently able to log in but takes 10-30 minutes
• While in game idle, will R0 on me every 2 or 3 minutes - is worse when I try and perform any action

So far since the update I have not downloaded anything, installed any new software or changed my hardware/software configuration in any way.

PC-wise:

Core 2 Quad 2.5
4gb RAM
ATI HD5750

No change since patch.

Broadband connection has been tested repeatedly since update. Speed has remained normal and during 'waiting times' for the game client to do anything have the ability to surf the internet at normal speed.

I've removed any redundant software and 'cleaned up' my hard drive. Virus and malware scans show no worries.

Currently, I am angry that I cannot log in to the game client at all. The last 3 attempts I gave up as the screens take so long to load I lose patience. (Approx 49 mins and counting at time or writing...)
