NPC Duvicauroix not Functioning for Quest White Mischief

Steps: Trying to activate a Quest from Duvicauroix, he has the ! quest availible symbol above his head when I click on him looks like its about to activate but nothing no text from him or quest.
Have tried this on both PS3 and PC logged out and logged back in several times and still nothing he is just not working.
