I imagine that we're all kind of just waiting for the Slyph to get pissed at us (young, ambitious, charismatic leader leads a revolt) or get possessed and then summon Ramuh.
It's going to happen in some shape or form. What will the back story be?

We destroy their milkroot stocks sending them into a frenzy.
But it is very likely we will be the ones taking the offensive here, unless the Ascians manage to enrage Ramuh first. But I like to think he will be the last Primal we will put down.
Garleans attack with new magitek machina. Adventures prove to be too weak to defeat it. It is discovered by launching lalafell blackmages at 500 mph would theoretically cause damage to it. Plan is enacted, but the weapon unexpectedly protected by the ancient reflect spell. The launched lalafell land in Ramah's territory burning it to the ground. Seeing the blackmage corpses and the dead sylphs, Ramah is saddened and angered, seeing it as an invasion and retaliates.
Not sure if I'm misreading, but the OP's wording sounds like they're not already doing so. The sylphs have been summoning Ramuh for some time now. A faction of them broke off and summoned him and he immediately tempered a bunch of them to his will - hence why some of them are blue. The ones who still have their free will and still oppose the summoning of primals have fled to the safety of the Little Solace in the Black Shroud. The thing is, like Titan, Ramuh doesn't seem too interested in leaving his sanctuary just to wreak some havoc Garuda style. Something's going to need to piss him off, first...
Wonder who it'll be...
Leroy Jenkins shall have his moment.
The waiting game sucks. Let's play Hungry, Hungry Hippos!
