I thought it might be some sort of summoner hat, or maybe allagan casting but it doesn't look like any of them.
It's the big glowy red horn on the guy's head.
Any help would be greatly appreciated.

That's the Dalamud Horn from 1.0 you got it for completing the 7th Umbral Era Storyline. Sadly it was a one time thing.
