Skills Not Executing, but GCD activates

This has been happening since day 1. I would try to land an attack after waiting for GCD to finish. My attack is cancelled for some unknown reason and I have a second GCD for nothing. This delays my DPS by 5 seconds instead of 2.5. Also, it will say "ability not ready" or something like that.

I know this has been happening to many players, but have the devs addressed this annoying issue? I want to be able to land all my attacks/abilities on time with no delay, especially if the delay is caused by something in the system.

Is this a latency issue?
