My friend no longer plays their ps3 copy and i have an interest in playing on my ps3. Is there any way i could use that disc to play with maybe a small activation fee or would i have to pay full price for a new copy?

so there is no way to pay a small fee for a activation key? I have to pay full price? I know some games let you do this, so they can make some money on the used game market, but im reluctant to shell out another 40 bucks for a game i already own on pc, and am paying a monthly fee for.
Well you can use the game but you need a account of your own. If you want to buy an account, just buy a digital copy of the game which is cheaper than the physical copy.
You'll get an extra 30 days also when you activate a new platform so it's not quite as expensive as it seems
