Cannot complete "Playing the Postman" quest due to Stony son bug

Steps:
Playing the Postman quest begins at Saint Coinach's Find. I accept the quest, I deliver the letter to the sightly Son first with no issues, but when I attempt to deliver the letter to the stony Son at the following location:
X 32 Y 8

Clicking on him makes the action bar flash, but no conversation is initiated. Since I cannot deliver the letter to the Stony son, I cannot complete the quest.

I have abandoned and re-attempted the quest with the same results. This has occurred on two different Windows PC computers, so I will omit the technical specs as it does not seem to be related.
