Rubberbanding and high latency SE blames on ISP throttling

so i've done several tests from different ISPs.

and my conclusion is this

cogentco is the real reason so many european users is having problems.

if your ISP is routed over cogentco, your screwed and have to pay for vpn services and such

so maybe SE should talk to cogentco instead of spending months of loosing customers gathering data from the individual isp's.

It seems that there have not been any further posts about this concern being an ongoing issue. Because of this, we are considering it to be resolved.
