Unable to complete storyline due to Factual Folklore

The NPC Ignemortel will not accept Mudpuppy Steak to complete the quest Factual Folklore. This is a storyline quest.

Steps:
methods once the mudpuppy steak is acquired:

1) Right click Ignemortel. Nothing happens.

2) Target NPC. Right click name. Use Key Item is not listed.

3) Target NPC. Open key items bag. right click steak. select Use. Invalid Target.

Having the same issue with the same NPC but with quest "Raptor 'round Your Little Finger" (I did Factual Folklore" a couple days prior and the NPC responded correctly so it seems to be a fairly recent bug.

Brief Description:
The NPC Ignemortel cannot be interacted with; he is supposed to give me a worn weapon for my current quest but right-clicking him just flashes my hotkey bars.
