If you're Goldsmithing is 50, you can make it yourself with a Darksteel Nugget(from 3 Darksteel Ores, rare node for Miner50) and Pinprick Pebble(Random Chest Item from Wanderer's Palace). The materia you either make yourself by Spiritbonding & Converting your gear, or from the Market Boards, but even after that you need to have a GSM50 to meld them to the Scepter.
