"Ingenuity" Disciple of Hand action subject to job change cooldown

Location: Anywhere other than Limsa Lominsa Upper/Lower Decks, Ul'Dah Steps of Nald/Thal, or New/Old Gridania

Steps:
1) As a Disciple of Hand, equip the "Ingenuity" action, as well as any other sub-able actions. Change to another class.
2) In any location except those noted above, switch back to the Disciple of Hand.
3) The "ingenuity" action will go on a 30 second cooldown (The same cooldown most global cooldown abilities get when you change classes outside of a city). no other actions, even other subbed actions, will do this. Crafting abilities don't have any cooldowns, nor does the ability in question state it has a cooldown (the icon will be grayed out with the cooldown clock on it, but the action help icon doesn't show the time remaining like actions on cooldown normally do)
4) Repeat the above in a city area, and the issue does not occur.

Given that this ability is the only one that does this, I determined it to be a bug.
