Honestly I think ther'es a random 1% chance you'll get a fake queue to make it look like the world is few. Every time I got a queue, there is only a single digit number of people ahead of me, and usually it's exactly 1. I have a hard time imagining that my server can be congested at very rare times and yet there is never more than 9 guys in line in front of me no matter when I log on.
I don't remember all the exact details when it was being discussed more, but during the beta and slightly beyond (when the issues with queuing were extreme) it was obvious their queuing system isn't really a queuing system like one usually thinks of queues: It's not a high capacity, "line everyone up in first-come-first-server order" queue system - it's more of a low-capacity-slow-things-down-because-the-login-server-is-being-flooded-with-more-simultaneous-login-attempts-than-were-ever-planned-for-and-something-needs-to-slow-the-login-attempt-pace-down-to-a-manageable-level-so-the-login-server-doesn't-crash-totally type of system... Or in other words, their queue system doesn't necessarily have anything to do with the server cap and isn't necessarily concerned with what the server cap is (if server cap is actually reached, attempting clients won't even get a chance at being put into "queue": you just get a flat out error returned to your client instead because the login server is ignoring you).
Its a JP Server right? So what you expect? Play a US server then if you want mornings to be slightly empty.
