Drowning out the Voices Impossible to Complete

Steps:
I am unable to progress the Main Story quest Drowning out the Voices (Lv. 46). The 5th Prime Location is not selectable. When I am near it and attempt to use the key item directly, I get an interrupted use. I've relogged, reverified my installed files, and I've been looking into this issue for 3 days now. It is currently blocking progress to complete the main story quest line.

Also, let me express my displeasure with your support system. I submitted a report online and then through the email support system and was directed here, only to be given something of a pedantic rebuff regarding structure. This is an issue that has prevented me from participating in activities with my Free Company for the better part of a week now. I have encountered several other people experiencing this issue now.. including 3, standing in the same location, upon getting online to get the exact <loc> for this post.

Seconding that this is still happening to me, and my displeasure at being rudely rebuffed even though more than enough information was given about this in order to fix it, especially since it's a showstopping issue.

1. Went to "Prime Location" at 17X 9Y
2. Attempted to use "electromagnetic reader" at specified location
3. Process starts then stops saying "Invalid Target"
