Drowning out the Voices

I am unable to progress the Main Story quest Drowning out the Voices (Lv. 46). The 5th Prime Location is not selectable. When I am near it and attempt to use the key item directly, I get an interrupted use. I've relogged, reverified my installed files, and I've been looking into this issue for 3 days now. It is currently blocking progress to complete the main story quest line.

I sent in an in game ticket and a support email, both of which directed me here.
