Spell/Skill Speed

The stat Skill/Spell Speed only effect some ability's. Example Bard none of the 60-180 sec cooldown buffs are effected, Bloodletter is not effected.. repelling shot is not effected.. Yet our dots/heavy shot/so forth are. You can look at almost every class and only some skills are effected by skill/spell speed. Don't make this a useless stat and have it effect ALL skills/spells thank you.
