So I was at horizon today waiting for the Behest to start and BAM out of a red smokey haze pops this NPC "Urianger Augurelt"
He gave everyone in the surrounding are the following boosts:
* Hp
* Mp
* Hp Regeneration
* Speed Boosts
All lasted for 10 minutes and boy did it help, I estimated the boosts to be a 20% increase
Scared the life out of me lol
There is also an NPC near the repair guy in Ul'dah too

I can confirm the NPCs are still spawning.
I found Alfgar tonight in Uldah. He was standing right in front of the fountain between the repair NPC and the chocobo handler.
I talked to him and got my 'Seventh Moon Rising' achievement.
