Notify players of grand company transfer delay period.

Nowhere in the NPC dialog or help tutorial does it mention that a player must wait 30 days before transferring to a new grand company. At the minimum it should be mentioned somewhere. Although preferably, the delay should be shortened or removed entirely since subsequent transfers apparently cost gil.
