It looks like a partner and I will start up a nice new FC and i wanted to ask if there is any sort of guide or list of steps to do this online that anyone knows about? I presume there will be tips in the Live help in game but wanted to ask for advice, do's and don'ts and any suggestions any one may have. all ideas and tips are very welcome thanks in advance.
There's not, to my knowledge, a list of 'How To' for FCs. As far as getting one started, you need at least 3 people other than yourself as well as 15,000 gil. Talk to the GC OIC guys for the GC you want to be affiliated with.

Now, that all said, if you plan on trying to make your own mark as the leader of a group, or are unsatisfied with the existing free companies on your server, go ahead and make a free company that you'd be proud to call yourself a member of.
