HQ Scutum OR Holy Shield +1 is best for COB?

With HQ Scutum will reduc 35% but lose 104 block rate
Holy Shield +1 reduc 27% with more 104 block rate

Any Tanker have any idea?

Holy +1 all the way, it give you way more stat than HQ scutun becasue of item level.

Not entirely sure how you came to those numbers, but it is based on stats other than just block value.

That said, your shield is about constant mitigation, its about normalizing the amount of damage you take as far down as possible. As such, higher block rates are usually considered flat better as you will reduce the damage taken more often.

That said, holy shield +1 is very strong. Between the shield and parry, you'll find that you mitigate most attacks, and over 1/4 damge reduced is very strong. Without access to the formulas, I hesitate to make a blanket statement, but given the massive difference in block rate, I am pretty cofident that your total damage mitigated with holy shield +1 will be far more than hq scutum.

Holy +1 is arguably BIS considering it gives the most stats.
Only thing as good is the Allagan shield

Bock Strength is better. PLDs can raise their block rate to 60% with Bulwark, and block strength makes much better use of this.

For me, a few precious seconds of increased block rate at a time is not more valuable to me than a consistently high block rate.

has higher stats, higher block rate over time vs block strength.

and it glows...wait...why are we comparing ilvl70 to ilvl90?
