I have the Original CE of FFXIV. & I want to upgrade to Win 8.1 clean install non upgrade
My question : since I dont have the New FFXIV 2.0 Disc is there a way to back up FFXIV 2.0.? so I dont have to re Download it.

Not really. You can copy all the files to a USB key or portable hard drive, install the game, then copy all the files back. That's about it.
Having the original CE of FFXIV means nothing and didn't need mentioning. The original game disc can't be used- it is a glorified coaster.
