Of course, it would be pending approval from a GM before being displayed, and if they were worried about the amount of submissions, they could make it a rank 5 perk or something of the likes.
Has there been any official dev talk about such a feature?

No, there hasn't. I kind of doubt they would do this just because SE probably doesn't want to put in the extra manpower to moderate it. It would be a cool feature though.

There has been talk and it's not on the to do list for the reasons guessed above. I believe it was in the last live letter.

As for the screenshot feature, we previously had a request for players to be able to design their free company crest by using screenshots and we stated that it would be difficult to judge what images can and cannot be allowed to be used. Therefore, we currently have no plans for players to be able to use screenshots.

Yes, the developers mention it in the recent Live Letter. Their decision was to not implement such a system because of the need to approve every image uploaded. You have to think about the cost on SE for such a feature. The cost of extra man hours. Employee's who will approve/deny the images. Those employee's will need supervisors and managers. You will also have to battle when players dispute their images being denied. SE then would have another means of players getting upset and leaving because they cant have their image.

That's unfortunate, I still don't think the amount of man hours is very substantial for such a feature that would be appreciated by the community. Too bad.
