Why skills waste not and steady hands consume each other?

Because you're going to the next step - skills are step based, not progress based.

Yes, they should. If you read the descriptions of them, they say they are active for 4 steps and 5 steps, respectively. Each time you do anything, that's considered a step. The crafting window even shows you what step you're on if you want to count.
