Garuda Hard Mode Bug

Hi My name is Michael, My Avatars name is The Rapture on Sever Adamntoise. I have been having issue completing the Garuda hard Quest where you have to Attune to Dark Crystal In Nathal. When i try to attune the quest does not complete and the Garuda hard Mode does not appear in my Duty finders. i tried to find ways where i can abandon the quest but that information does not appear. i contacted the in game support on "in Game menu Option System/ Report bug but did not get any response. I even took the liberty of deleting/re-installing the dame on my PS3 and still the situation did not change. from doing all the troubleshooting on my end i concluded that this has to be a bug. could you please assist me with the situation i been going through this for a solid month now
