Shadows Uncast (Twin Adder) Cannot be turned in.

So I got my twin adder quest, completed the 2nd hunting log rank and I still cannot turn the quest in. The turn in symbol isn't the same, it is instead a (Get Quest) Symbol. When I click on the npc my skills grey out for 1/2 a second and nothing happens. The NPC even turns to look at me, but still nothing. I also see that other people are also having such issues..
