Legacy Type Camera Auto-Adjustment (Never)

I play with an Xbox 360 controller on a Windows PC.
I greatly prefer the camera type "Legacy" as a tank, as it allows me to look around with the camera without moving my character. However, if any little object or wall collides with the camera as I'm moving it around, it automatically zooms my view in closer to the character. This is fine, and it should do that, but it does not zoom back out when the camera has ample space to do so again. So after a few minutes of playing and my camera colliding with random objects and walls, it begins to zoom all the way in and then stays that way. I have to manually zoom the camera back out constantly, and it's frustrating.
It also zooms the camera in if the character walks toward the camera. Why does it do this?
