Bugged NPC - tradeleves

Class/Level: MNK lvl 50 / CUL lvl 49
Party or solo: Solo
Area and coordinates: Saint Coinach's Find (X:30, Y:12)
Steps:
1.Take one of tradeleves (level 45 tradeleves) (for example "Red letter day") from Levemete NPC K'leytai
2.Try talking to NPC Syele to complete the quest
3. Nothing happens

Time: 12:30 pm Servertime

NPC name: Syele
Class/Level: Carpenter 46
Party or solo: Solo
Area and coordinates: Saint Coinach's Find (X:30, Y:12)
Steps:
1. Accept a guildleve and craft the necessary items.
2. Talk to Syele to start the hand-in.
3. Nothing happens

Character name: Haseo Misaki
NPC name: Syele
Class/Level: Blacksmith 45
Party or solo: Solo
Area and coordinates: Saint Coinach's Find (X:30, Y:12)
Steps:
1. Received "I'd Rather Be Digging" tradecraft quest.
2. Traveled to above location.
3. Attempted to talk to above NPC but nothing happens.
Note: Clicking with mouse gets no results and trying with the controller makes some skills in the bars flash but NPC unresponsive.
