I would like to gift some game time to a friend but there doesn't seem to be a way to buy crysta and have SE gift it to someone with a link in an email to that person and being in the USA we do not have access to time cards, is there a way?

pay pal them whatever you want and have them pay themselves? Or buy them a preloaded credit card with whatever time you want to gift them
I believe the Ultimate GameCard works for buying crysta in the USA. So buy one of those for him. It doesn't work in all countries, but I am fairly sure it should work in your case if he has a US account.
